Doing one traffic role basic foundation

The proposal for my activity is making a role based on the deployment of the traffic information. And the final purpose is localization of the criteria to avoid traffic accidents , because not all the conditions apply to all countries, not even to all states. But certainly there are some universales that can be shared , besides we have for instance the twelve fundamental security rules, why can't we make something similar in the case of traffic, even though it is not our field of expertise, we can start making it from now. Besides we have a lot of information to base our to be expertise on.
