why do people decide unpopular names on streets?

For example there is this street behind nissan Aguascalientes whose name is Carlos salinas de Gortari. 

Is it a coincidence that the neighborhood that settled there was neglected by the building company and the government?

Also in the north, near pan , there is this street called Porfirio Díaz. We all know that even though he did a lot of good things he did not have a very good reputation.
