AMLO, mexican president was cautious on congratulating the new american president. I believe it is the right thing to do. He does not want to look like a hypocrite. He and Trump got along well. In certain way AMLO knew how to take the best out of Trump. With this new american president we do not knowwhat to expect. He may be worse than Obama.
